Stone's Observation: It always takes longer than you expect, especially when you don't take Hofstadter's Law into account.

On the other hand, legacy software lasts 10 years longer than you expect, even when you take this into account.

But, as I found out in 2000, code designed with some major future change in mind will never make it through the change, because none of the systems it has interfaces with will be updated to cope with the change.
